Planning documents

  • South East Queensland (SEQ) Regional Plan
    The Maleny site is located within the “Urban Footprint” of the SEQ Regional Plan.

  • Draft Caloundra City Local Growth Management Strategy (LGMS)
    Under the LGMS, the site is recognised as a major development area (that is, over 100 hectares in size) and requires the development of a structure plan.
  • SEQ Regional Plan Implementation Guide No. 4 - Structure Plan Guidelines
    State government guidelines developed by the Office of Urban Management to assist local governments in developing a structure plan.
  • Caloundra City Corporate Plan
    Guides the strategic direction, operations and resource allocation of Council until 2011 and beyond. Developing a structure plan requires consideration of many of the Corporate Plan themes.
  • Caloundra City Plan
    As Council's current planning scheme, the Caloundra City Plan 2004 guides and manages the City’s growth and development.
  • Maleny Local Area Plan and Maleny and Environs Action Plan
    This document produced in May 2000 was superseded by the Caloundra City Plan; however, there are a number of actions which are relevant to the Maleny Community Precinct site.

    (Queensland Department of Local Government, Planning, Sport and Recreation)
    Queensland’s principle planning legislation.
  • Environmental Protection Act (Qld) 1997
    (Queensland Environmental Protection Agency)
    Protects Queensland’s environment while allowing for ecologically sustainable development.
  • Environment Protection and Biodiversity Conservation Act (Cth) 1999
    (Federal Department of Environment and Heritage)
    Establishes processes to list and protect nationally threatened species and ecosystems.
  • Vegetation Management Act (Qld) 1999
    (Queensland Department of Natural Resources and Water)
    Regulates the clearing of vegetation.
  • Nature Conservation Act (Qld) 1992
    (Queensland Environmental Protection Agency)
    Preserves and protects plants and animals
  • Water Resources (Mary Basin) Plan 2006
    (Queensland Department of Natural Resources and Water)
    Prepared under the Water Act (Qld) 2000.
  • Aboriginal Cultural Heritage Act (Qld) 2003
    (Queensland Department of Natural Resources and Water)
    Recognises, protects and conserves Aboriginal cultural heritage.
  • Queensland Heritage Act (Qld) 1992
    (Queensland Environmental Protection Agency)
    Provides for the conservation of Queensland’s historical cultural heritage.

State planning policies:

  • State Planning Policy 1/03 - Mitigating the adverse impacts of Flood, Bushfire and Landslide
    Aims to minimise potential adverse impacts of flood, bushfire and landslide on people, property, economic activity and the environment.
  • Environmental Protection (Water) Policy 1997
    Establishes environmental values and water quality objectives for riverine (freshwater), estuarine and coastal waters in the particular areas.
  • State Planning Policy - Good Quality Agricultural Land
    The Maleny site is identified in the Caloundra City Plan Desired Environmental Outcome mapping as being 'Good Quality Agricultural Land' (GQAL).

    Identifies a number of actions that relate specifically to the Maleny Community Precinct site and surrounds.

  • Biodiversity Strategy (2006)
    Provides policy and direction for Council to conserve and manage biodiversity impacts now and into the future.

Previous studies

Recreation:

  • Draft Open Space Strategy - Maleny and Maleny Plateau Planning Area Assessment (2007)
    Identifies particular issues in relation to the Maleny township and surrounds.
  • Caloundra Recreational Trails Master Plan (2006)
    Endorsed by Council on 11 May 2006, this plan prioritises the development of trails identified in the Recreation Links and Trails Strategy in accordance with adopted assessment criteria.
  • Aquatic Facilities Study (October 2005)
    Considers the existing and likely future aquatic needs of residents to ensure that an integrated and well-planned suite of swimming pools is available. It looked at demographics, the condition of the seven existing pools and participation trends.
  • Caloundra City Bicycle and Pedestrian Strategy (June 2004)
    Identifies a regional link from Bunya Street across and following the northern side of the Obi Obi Creek through to Obi Obi Lane and Gardners Falls.
  • Caloundra City Recreational Links and Trails Strategy (2002)
    Developed to guide the provision of recreational experiences on a wide range of non-motorised trails across the City.

Land use:

  • Investigation of Farm Forestry Opportunities on Caloundra City Council Controlled Land (2005) (not endorsed by Council)
    This report arises from a request by Council to examine opportunities for establishment of farm forestry (or forest plantations) on certain Council land.

  • Upgrade of Maleny STP Report (work in progress)
    A report into the upgrade of the Maleny Sewerage Treatment plant is currently being commissioned by CalAqua.
  • Maleny Integrated Sustainable Water Management Plan (work in progress)
    Caloundra City Council is currently preparing an Integrated Sustainable Water Management Plan (ISWMP) for Maleny.
  • Maleny Local Road Network Study (Jan 2006)
    Study to assess local road network performance, review local road network planning and operation, develop a local road network strategy, and strategically analyse impacts on the major road network. This study may need review as it did not take into account possible development on the Maleny Community Precinct site.
  • Environmental Management Program - Maleny Water Pollution Control Works Effluent Irrigation (August 2005)
    Program to ensure that licence conditions for the carrying out of environmentally relevant activities in association with the Maleny Water Pollution Control Works are met.
  • Environmental Impact Statement (EIS) for the Land Disposal of Treated Wastewater from the Maleny WPCW (April 1994)
    Prepared to ensure minimal nutrient loading on Lake Baroon as a result of treated wastewater disposed on this land from the Maleny WPCW.

  • Visual Character and Regional Scenic Amenity Maps of Public Open Space in Caloundra (July 2006)
    One of a number of research projects undertaken as part of the Trees, Parks and Places Strategy to help define the community’s aspirations and needs for Caloundra’s open space network.
  • Caloundra City Landslide Risk Assessment Study (Draft) 2006
    A City-wide study (in draft form) undertaken for disaster management and planning purposes.
    It identifies broad risk areas for landslides across the City and provides hazard mapping.
  • Caloundra City Bushfire Management Strategy (February 2005)
    A City-wide study undertaken for disaster management and planning purposes. It identifies potential hazard areas for bushfire across the City and provides hazard mapping.
  • Bushfire Management Report for Maleny Community Precinct (2003)
    A site specific report completed by Frank Beattie OAM based on the previously proposed golf course, housing and community precinct concept for the site.
  • Flood Study and Stormwater Management Plan for Obi Obi Creek Catchment (October 2001)
    This study comprises three volumes: Volume 1: describes existing catchment and waterways condition; Volume 2: contains technical details about hydrological modelling undertaken as part of the study; Volume 3: details proposed stormwater management options.
  • Caloundra City Landscape Assessment Planning Study (2001)
    A City-wide study undertaken by Chenoweth consultants as a background planning study to inform the preparation of the Caloundra City Plan 2004.
  • Slope Stability and its Constraints on Closer Settlement on the Mapleton-Maleny Plateau, South East Queensland (February 1983)
    A study examining landslide activity on the Mapleton-Maleny Plateau to assess the dangers it presents for future closer settlement, and to provide recommendations to local authorities.

  • Caloundra City Greenhouse Action Plan (2005)
    Outlines the current involvement of Caloundra City Council in the Cities for Climate Protection™ program.
  • Caloundra City Pest Management Plan 2005 - 2009 (Draft)
    Provides strategic direction for the management of pest plants and animals in Caloundra City. The draft plan is in the process of being taken to Council for endorsement for community consultation.
  • Lake Baroon Catchment Management Strategy (1997)
    Strategy produced in 1997 by the Lake Baroon Catchment Care Group and the Caloundra-Maroochy Water Supply Board. It consists of three volumes.

Heritage:

  • Maleny Community and Cultural Heritage Master Plan (ongoing)
    A study to prepare a long term strategy to decide the future direction of the hinterland town’s community facilities.
  • Planning Scheme Review Interim Report – Cultural Heritage Issues (June 2001)
    A study undertaken by Thom Blake as one of a series of studies and reports to assist in the review of the Caloundra City Planning Scheme. The report focuses on non-indigenous cultural heritage.

Other studies/reports:

A number of other studies and reports may need to be referred to throughout the Structure Planning process, including:

  • Maleny Main Street Master Plan (November 2001)
    The Master Plan seeks to reinforce and enhance the active and vibrant sense of community and “village” qualities of Maleny through a community based design process.
  • Public Art Strategy (October 2000)
    A Strategy was developed to formalise, support and nurture the City’s public art activities. It covers identification of opportunities, commissioning and management of public art.
  • Draft Caloundra City Plan – Key Issues Reports
    A number of Key Issues Reports were prepared in response to submissions received during public notification of the Draft Caloundra City Plan in 2003.
